New EU formaldehyde emission requirements

Starting August 6, 2026, the European Union is introducing strict new limits on the content and emission of formaldehyde into the environment. Under the updated regulations, finished furniture, wood-based panels, parquet, and construction materials will no longer be allowed on the EU market if their emission level exceeds 0.062 mg/m³.
The woodworking and furniture industries are undergoing a major technological restructuring. The primary reason is that the new emission limit is twice as strict as the traditional, universally accepted E1 class.
Regulatory framework of EU regulation 2023/1464
The new legal framework is established in an official act of the European Commission:
– Primary regulatory document: Commission Regulation (EU) 2023/1464 of 14 July 2023, amending Annex XVII (entry 77) to the general EU chemicals regulation.
– General chemical safety regulation: REACH Regulation (EC) No 1907/2006.
The rules are mandatory across all 27 EU member states without requiring national transposing legislation. They also apply to any products imported into the European Union from third countries, including Ukraine.
Key deadlines and emission limits
The Regulation establishes specific transition periods for different categories of finished goods and components:

Why standard E1 is no longer sufficient for the EU market
For decades, the basic safety benchmark for particleboard, MDF, OSB, and plywood was the E1 emission class (tested according to EN 717-1 or EN 13986). The threshold for E1 is set at 0.124 mg/m³.
The new REACH legislative limit of 0.062 mg/m³ is twice as strict.
Key differences between approaches:
– E1 standard – a technical emission class for individual raw panel materials. An E1 class board can comply with the standard while emitting up to 0.124 mg/m³ of formaldehyde.
– New REACH limit – a mandatory legal limit for market access. Materials previously considered safe under the E1 standard are now subject to a ban if their emissions exceed 0.062 mg/m³.
– Finished product assessment: the European Commission sets the 0.062 mg/m³ threshold not only for raw boards, but also for finished composite products (such as assembled cabinets, kitchens, or beds).
How changes will impact manufacturing and adhesive use?
The primary source of formaldehyde emissions in woodworking is synthetic resins and adhesives used to bind wood chips, veneers, and fibers.
These changes will affect production supply chains as follows:
1. Binder resin transformation
Traditional urea-formaldehyde resins (UF), widely used due to their low cost and fast curing times, are the largest sources of residual off-gassing.
To achieve the 0.062 mg/m³ standard, panel manufacturers must modify glue formulations:
– Lower the molar ratio of formaldehyde to urea (F/U ratio);
– Add formaldehyde scavengers and catchers (active additives based on urea, metabisulfites, etc.);
– Switch to melamine-urea-formaldehyde (MUF) or phenol-formaldehyde (PF) resins.
2. Transition to non-formaldehyde adhesives (NAF / pMDI)
To consistently achieve levels below 0.062 mg/m³, the industry is transitioning toward No Added Formaldehyde (NAF) adhesive systems:
– pMDI (polymeric diphenylmethane diisocyanate): a polyurethane binder system that contains and emits zero formaldehyde.
– Bio-adhesives: binder systems based on soy protein, lignin, or starch.
3. Cumulative effect in furniture manufacturing
For furniture manufacturers, the finished-product standard creates a cumulative effect: if particleboard with an emission rating of 0.050 mg/m³ is used alongside formaldehyde-based adhesives for edge-banding or veneering, the total cumulative emissions of the assembled item can easily exceed the allowable 0.062 mg/m³.
What is formaldehyde and why is it regulated?
Formaldehyde (CH₂O) is a volatile organic compound (VOC) widely used in the production of synthetic resins, adhesive systems (particularly urea-formaldehyde resins), lacquers, and finishes. These adhesive systems serve as the main binder in the production of wood-based panels: particleboard (chipboard), fiberboard (MDF/HDF), and plywood.
The main risk of formaldehyde lies in its gradual release into indoor air over months or years after furniture installation. Systematic inhalation of elevated concentrations can cause eye and respiratory tract irritation, allergic reactions, chronic diseases, and according to the World Health Organization (WHO) and the International Agency for Research on Cancer (IARC), formaldehyde is classified as a group 1 carcinogen for humans.
Testing methodology and reference conditions
Compliance assessment is determined according to Appendix 14 to REACH in environmental test chambers in accordance with standard EN 717-1 or equivalent validated methods (e.g., EN 16516) under reference conditions:
– Temperature: 23 ± 0.5 °C
– Relative humidity: 45 ± 3%
– Chamber loading factor: 1 m²/m³
Which products fall under exceptions?
Regulation (EU) 2023/1464 provides a list of exceptions to which the new restrictions do not apply:
– Articles in which formaldehyde is present exclusively naturally (e.g., natural solid wood without the use of synthetic resins or glues);
– Products intended exclusively for outdoor use;
– Second-hand goods;
– Goods for industrial or professional use (provided there is no exposure to the general public);
– Medical devices, personal protective equipment, and food contact materials (regulated by separate sector-specific directives).
Action checklist for Ukrainian exporters
Ukrainian companies exporting furniture, components, or board materials to EU countries must prepare their documentation and technical setup in advance:
1. Raw material audit: Request safety data sheets and certificates of conformity to Super E0, CARB Phase 2, or EPA TSCA Title VI standards from suppliers of particleboard, MDF, plywood, and adhesives (these American standards have close emission limits of around 0.050 ppm).
2. Switch adhesive systems: Transition away from standard urea-formaldehyde glues for veneering and edge-banding in favor of PUR glues (polyurethane) or modified low-emission adhesive systems.
3. Laboratory testing of assembled products: Conduct control testing of fully assembled finished furniture samples in an accredited test chamber.
4. Technical file preparation: Keep test report results on file to present to EU customs and regulatory authorities upon request.
